Isn't genocide not necessarily always killing off all the people per se but more about annihilating a people group? So that perhaps can be counted as achieved when all the people and what makes them a distinct people group is absorbed and their traditions, their culture, their religion, their uniqueness is forever lost.
And what makes people allow themselves to be lost? Surely killing them, but there are other means of intimidating one to forfeit their own-ness. Raping and looting, displacement and terror threats, usurping them in matters of conviction and religious idealogy.
