Thats a great idea! As for charging them, each station could be decked out with solar panels, wind, and(according to location) even water turbines, with a 110 charger for backup. A large bank of batteries charging on such a system could handle charging other batteries of a smaller capacity. It would take some peaking and tweaking but we do have the technology to build these systems right now.
