The towns and communities pay companies like WM to take care of the trash. The town does not actually manage the trash. Well in some ways they control where it goes but the work is done by companies like WM.

Well, it turns out you are both right. I looked up my county for instance, and it is partly run by the county and partly by private trash companies.
