Is there a reason Osama bin Laden waited until President Clinton was out of office and George W. Bush was in office to attack the U.S.?

Is it possible that he wanted retaliation against the first George Bush for the first Iraq war, which took place when Iraq, (a Muslim nation), invaded Kuwait, (another Muslim nation), and the United States, (a basically Christian nation with a capitalist agenda), got in the middle of it, and took it out on his son, (the sins of the father revisited), because by then Osama had enough funding and followers to support the attack?

Just a few thoughts that came to mind in trying to understand it all.
