Where did you get those statistics from because I bet they came from some propaganda site and are unsubstantiated. Blacks were mostly in charge in building their own infrastructures how is it the whites' fault they couldn't build basic in-door plumbing for clean running water?

Some rules of Apartheid were dumb I've said that repeatedly - but the government was more abled to provide for the people including the blacks.
