President's since Kennedy have been required by Congress to issue directive regarding the continuation of government. Now forgive me if I am wrong, but did not the President get taken to the cleaners following the failure of reacting to Katrina??? Now that he is changing his response this is somehow newsworthy and doomsy???
You can't have it both ways. Either the federal government should have the power to react or it shouldn't. Make up your damn minds please!!!
