Rahm Emmanuel's attempt to cut off Cheney's VP budget failed. So far, Cheney has (as in ALL previous instances) emerged victorious. Even though this guy has been proven 100% wrong on every policy issue, for some reason he ALWAYS wins these internecine struggles. Is Congress too timid to take him on in any kind of serious showdown?
