When they took over Bellsouth, as part of the deal they were forced to offer an inexpensive plan as one option. They did, offering a slower (768k) DSL connection

The one question I have on this point, As I read the story, At&T wanted to get the compromise excepted by the Federal Regulations, They came up with the idea to sweeten the deal so the Fed's would except it.
