no it doesn't always end up that way. Yes some inevitably does when it is given to a government to supply aid to the people. But none of these organizations are giving money to the person responsible for the genocide. The president is the one allowing the genocide to take place and actually calling for the Arab Moslem Janjaweed militia to kill the black Moslem's of Darfur.
