And crime in general tears at the fabric of society, order, justice, peace and security.

If a child is kidnapped, molested and murdered, every parent who hears of the crime will be scared shitless. Is that a "hate crime?"

Even something as simple as shoplifting can have reprecussions beyond the immediate act. It can create an atmosphere of unease and distrust between a business owner and his customers.

So, I guess it's a "hate crime" too.
