I wouldn't doubt that some heterosexual sex happens in bathrooms. But prostitution stings catch those people too. I doubt a policeman trying a sting sitting in a female restroom will get many arrests. While it seems that policemen sitting in mens airport restrooms seem to have no problem catching senators and evangelists and prominent businessmen.

Are the men "gay", do they like having sex with men, or are they just horny men that know that there's men hanging around in bathrooms waiting for penises to wander by their lips.

Now for anyone still in denial about whether men aren't the primary ones that are guilty of sex in public places, I invite you to find links that illustrate where heterosexuals make the news as widely as male same sex activity. Absent prostitution, which also is primarily a woman taking advantage of men's horny dogness, heterosexual men have to work a lot harder to get laid than just walk into a bathroom and give "the code".

I would also like to add that I'm not saying only "homosexual" men do it. Just that men are already sexually messed up and when you create a situation where two of them come together, you are bound to have some seriously messed up situations.
