The only reason that Michael Vick was "suspended" was that they cant ban him from the sport of Football because of his actions because he did nothing against the NFL. What he did was outside the bounds of NFL and they only "suspended" him so that he would still earn his salary Because he obviously isnt active nor inactive/injury.

What Belichick did also had no personal gain to it IE money, like Pete Rose did.
