It's mostly young black men who embrace this style of clothing. As such, it is easily associated with gangbangers, drug dealing, and drive-by shootings. It is unfortunate that many blacks are viewed in this way; however, the high crime rate among inner-city blacks does seem to support this notion in many people's minds. The bottom line is that a law banning baggy shorts will target far more black people than any other ethnic group.
