Some examples of why what you propose is just not going to work: Just 2 weeks a go a woman who was born here was held in jail for 36 hours because she had the same name as a previously deported person. They deported a mentally retarded man to mexico and he was lost for 3 months because they assumed he was here illegally despite being told he was born in LA. People have rights and their rights supersede your desire to have every single hispanic person in the country checked because they are doing what my forefathers did when they came from England many years ago..seeking a btter life. Its not their fault they believe whats written on the Statue of Liberty. And what is this about fluent english. We dont need you speaking FLUENT english if you come over to this country legaly. You just need to be able to speak english in an understandable manner.

If some person comes up to you and Asks "I are looking for First Nation Bank" Duh you would be able to recognize that they are looking for the First National Bank.
But if they come up to you and ask "Hola, dónde está El Primer Banco Nacional" and cant speak a flip of english, how the heck are they suppose to survive in America?
We dont ask for fluent english immigrants, just learn the fricken basics as common sense.
