You know, you have to wonder if there ARE variations in the average intellectual capacity of different races of humans. On an individual basis, intelligence has a wide range, but just as there are differences in average height, average athletic ability, and other aspects, I wouldn't be surprised if there is some truth to that statement.

To deny it offhand as "perpetuating racism" would be irrational.
