I ride through whenever I go into downtown Atlanta. There are improvemens, but it's still pretty much a slum. For example on my old street where 20 years ago I kept all the elderly residents' who couldn't cut their grass any more. I only charged $5 to cut most yards when the other guys charged as much as $20. That might explain why all my lawn mowers got stolen..LOL. Well, they have all died now and all the houses are empty. It hurts my heart thinking about it.
Good luck changing things. You are a stronger person than I. My mother moved us out of there and I vow I will never allow my family to experience that kind of poverty as long as I have any power over our future.
