Talking about covering your ass. The report states that the findings of the investigation concluded that the shooting were unjustified. Yet in the very next sentence it says that the FBI investigation is still under way.

Correct me if I am wrong, but aren't findings something that are issued at the end of an investigation???? So if the investigation is still underway, there can be no findings. But if it is negative and about the war, it has to be reported.
