You are missing nothing. There are valid arguments for restructuring it all, but that would mean getting a majority of the states to agree. The system is fine as it is. It needs tweaking. It may need a major overhaul in some areas, but just where those areas lie needs to be laid out and debated.


This is important to Larry because political scientists need something to do to justify their salaries.
