The kid's family doesn't have enough money for Blue Cross to continue any premium treatment he may require. Therefore, he is just another "burden" to be dealt with in the cheapest way possible. The other factor is that San Diego is a very big city with a very large population. This translates to far too many people to deal with who need medical help. This also translates to "there are far too many people for the medical community to give a shit about." Further translation would suggest that if you don't have money you are a worthless piece of shit.

So, why should Blue Cross pay for this young man's treatment? He's just another glob fly on a huge piece of shit.
