That's what an impeachment proceeding will find out.

Did they simply 'get it wrong' or did they have the right intel, but deliberately lied about it to justify going to war.

Everything now points to the fact that they KNEW there was no imminent threat, yet misled Congress and the American people in order to go forward with the invasion.
