I know of a man who must use a "breathalyzer" unit before he can drive his car. I cannot
explain the nuts and bolts science of this; but I know that if the unit detects alcohol above a certain level, it sends a signal to his local police department.
I disagree that the police should be responsible for arranging one's transportation for them. I think it unfaily would shift ultimate responsibility to the police- when we citizens need to take responsibility for ourselves and stop blaming others for what is rightfully our own issues to take care of. But your heart and mind is in the right place on this issue- I can't (and won't) fault you for that.
