this commissioner might have had a leg to stand on if he were to arbitrate whether the guy had been eligible for the partner benefit of insurance - but he wasn't. His SOLE responsibility was to see that the guy was previously insured.
Actually his job was to uphold state law and regulations. State law is not to recognize any same sex union. He was only doing his job under how he interpreted the law.
