Answer the above questions first. Your "grooming" might not be as cut and dry as you would like.
Many parents don't moniter their childrens internet access, and many children are able to sneak out of home while their parents are away. It matters not the true age of the man or the daughter, the point is, he wants to meet her, knowing she is underage, and she goes to meet him. Who do you blame?
