No, that's a qualification requirement which discriminates against others.

It's the equivalent of our government saying that all religions will be banned in this country EXCEPT Christianity. But, that's okay, it's equal...because people of all religions would have the equal right to worship Jesus.

Edited to add: oh, yeah. And it's okay if you don't worship Jesus - you just don't get the same rights, benefits and responsibilities as those who do.
