Because I went to Buffalo, which is about half an hour from my house just last week, and no one asked for my papers. I went to DC last summer, and no one asked for any papers. In fact, whenever I travel within America, I have never been asked for papers.
Heck, I'm an immigrant, and I don't have to show papers to anyone, unless I'm going out of the country. I imagine you folks have even more freedom than I do when it comes to documentation.
