I think you make an interesting point about the video. | Osama never denied 9/11, and even if he had nothing to do with it, he'd never renounce it.
To answer your question, what would the government do? Nothing. Why would they want to? Few publish companies would take it (at least in the U.S.), and the existence of such a book would only hel fuel the American Fame for War. It would rejuvenate our desire to destroy him. They'd likely love for the book to exist.
