Bush's approval ratings are at 34%.
A majority in this country feel he doesn't care about them.

I'ld say there is a LOT more than just a constitutional amendment barring him from running, but since when has the constitution been known to get in his way?

But then again, if a soon to be convicted criminal like Tom DeLay can win a GOP primary, why should any of that matter?
