And Dylan, I agree. The consequences of alcohol and drugs are sometimes just as or more harmful than handguns.
What do you think of something akin to "driver's licenses" for guns?

Ensure that the owner is knowledgeable. Allow for the revokation (temporary or permanent) of the gun ownership if egregious disregard for their safe use is found...

It would be more restrictive, but at the same time I think some efforts should be taken to ensure proper usage, storage, and safety.
