The framers created the Constitution as a living and flexible document, knowing that it would only work if it could be easily interpreted to fit the nation at any given stage. It all boils down to something reletively simple. That's Article I Section 8 of the Consitution, also known as the "necessary and proper" clause or the "elastic" clause. It is the basis of loose interpretation of the Constitution. It gives Congress the power to do anything "necessary and proper" for the country.
