Different systems with different means.
You taking your child to another school MEANS NOTHING about the taxes that you pay in general.

WHY should YOU be able to get some of your school tax money back for taking your kid some place else, while the guy with NO KID, me, STILL HAS TO PAY tax money to support our public schools.
If YOU get a voucher for not having your kid in public schools, then I damn well better get a voucher for not having ANY kid in public schools.
