Even if Americans are hostile to the United States, that doesn't somehow take away their rights to due process and habeas corpus.
“Engaged in hostilities against the United States or its coalition partners,” regardless of nationality" is very vague. That could mean the government could withold specific trial rights of American citizens simply because they had plans to bomb a federal building or something.
