Cut nothing our soldiers need.

Eliminate funding completely for the School of the Americas (I've forgotten the new name).

Eliminate funding for buying/building more nukes. We have enough to destroy the planet and then some.

That's off the top of my head. Hmm... I found the DoD budget for 2007 (large PDF file), but can't find these items in it, so I can't say how much we'd save.

Oh, and one more: better diplomacy. I often wonder how many of our diplomats, and those in the administration, have had training in anger management and conflict resolution? If we don't *use* the military, it doesn't *cost* as much!
