I've never heard of that verse before, and there are no "fallen ones" in Judaism. Seriously. The whole "devil" concept is a Christian idea which may or may not have been influenced by Zoroastrianism. I mean, I guess you could count Lilith, but she's just Midrash, and not actual Torah.
