The morning after pill proved to be remarkably safe in adult trials. The reason that it is not available over the counter to minors is probably because they haven't conducted trials for minors yet. I imagine that conducting a trial for minors for a birth control pill must be remarkably challenging. It is reasonable not to provide it without serious testing though.
Honestly, I think the government made the right decision by making it available over the counter. My political compass
