I say let the victim's family decide what to do with murderers, rapists, etc. If there happens to be more than one victim, let each family decide together what they want to happen. If the victim has no family, look for close friends. If they can't contact any close friends, try reform the offender; make 'em read some Kropotkin.

If the offender needs to be hunted down, offer assistance to the family in tracking him down, then follow the regular procedure.

Encourage the family to use their logic and be rational.
