If bumping up the teachers pay will make them teach more like professors and doctors at Universities, then i'm all for it. In highschool, I would say only 50% of my teachers really connected to the students. In college, they don't put you to sleep. Occasionally you will get one or two that might be boring, but a majority make learning interesting and fun.
