So, of the specific ones that didn't just list a general "state" identifier, that makes 2 out of 8 that had a higher than national average percentage of blacks or hispanics.
The other 6 out of 8 had a higher than national average percentage of whites...  Jefferson Why were they only offering the vaccinations in Hispanic and Black districts - two races of people who almost always vote exclusively Democrat?
