The CIA had a plan to hire saudi's to fly planes into the world trade center. A highly risky plan which was traced easily to the hijackers. Which then could tie to who organized it (Al qeada, not the CIA). If a plan is that sloppy (although effective through luck) its not planed by a government agency, too risky. Heck, Nixon couldnt even get away with breaking into an office. And clinton couldnt get away with that 'blowjob' you talked about. With the internet/media today, you cant get away with anything.
