It's simply amazing that anybody can NOT see through this ploy.
So the counties done in 2004 were mostly white, and the counties to be done in 2006 [in this article] were mostly non-white. Perhaps you have a point about the party favored, but I still think it is important to try to provide healthcare that people can get to and can afford. This program allowed people to access healthcare (in the form of flu shots) without having to go far from where they were already planning on being.

How would you recommend getting flu shots to underserved populations???
