That's slippery slope; it doesn't work that way. I could easily just say to you, "So you want to ban teenagers from having sex, what's next? Kissing? Then touching? Looking in certain places? Soon enough we're going to have to make our kids wear burkas!"

Obviously I think the line should be drawn at fourteen. Anything younger than that will probably harm the child emotionally.
