Gays are not forbidden to join JROTC. For that matter one's sexual preference is not even inquired about in JROTC, ROTC or the Military, hence the don't ask, don't tell policy. Furthermore, it is only in the Military where if one admits to being a homosexual of their own free will that they will be dismissed from the service.
As to your contention that the individuals are not being forbidden to join JROTC, that is based upon faulty logic. JROTC requires classrooms in which subjects based upon the military are taught and the school children earn credits for electives. In order to be a member one must attend the classes, as such, if the school bans the JROTC, they are banning the classes and without the classes the students would not be members of JROTC. So unless the children's parents move to another district, because of the requirement of attendance, the children are thus banned.
