If 10 thousand workers over 29 years old don't make enough to make ends meet(make minimum wage), and they work full time, the problem can't be with the worker being lazy. If you have some evidence of a higher rate of mental illness and stupidity in the state of Vermont, than by all means please show a link.
The numbers in all the studies don't match your assesment of the situation.
