The UN Sanctions did NOT harm Saddam, they harmed the general populations of Iraq - particularly children. Saddam did NOT suffer in any way. In fact, he profited gaining even more control, AND by raking in hundreds of millions of dollars in the "food for oil" scandal.

Making chemical and biological weapons costs quite a lot of money in research, development, and manufacture. Add in some rather costly materials, facilities specifically set up to build the weapons, and on top of all of that wages and insurance.

You're kidding, right? Saddam was providing "wages and benefits"?
But more importantly, DUHHHH. Gee Whiz Wally... weapons are expensive to make!!!!
So what?


Now, in order to balance the cost while making a profit, they would need to sell all of those weapons at high prices and assume that the terrorists they supposedly had links to would have the money to pay for them when, in fact, most were local zealots and anti-government forces whose funds were low, and none of the major groups who could actually afford one like Islamic Jihad, Hezbollah or Al Qaeda, wanted to deal with Saddam anyway.
Do you suppose it's possible - just POSSIBLE - taht Saddam was paying for these weapons with his hundreds of millions of dollars he was raking in from the Oil for Food Scandal? Do you suppose that's possible?
Speaking of which: Why were France, Germany & Russia so mad about the USA invading Iraq? BECAUSE THEY WERE ALL COMPLICIT IN THE OIL-FOR-FOOD SCANDAL. THEY WERE GETTING OIL AND GIVING SADDAM MONEY.


What's the only other alternative without a mode to move the weapons? Keep them for yourself just in case, the same tactic the United States used in the Cold War (except we didn't try to sell them at first).
Not only do you know NOTHING about Iraq under Saddam, you CLEARLY know NOTHING about the Cold War.
Saddam USED his weapons - even WMDs - didn't he? Yes, he did.
