They're not. I have friends from Armenia, Israel, India, Iraq, Albania, and Russia. They all speak english at school because they know that it's the best way to learn and socialize with other people who don't know their language. At home, they speak with their parents and siblings in their native language. People can learn to speak any language, but if you want to function in a country where the main language is english, learn english. It's just common sense.
