Well what would be a more sensible decision, a worker who speaks english and is allowed to live in the United States, or a Mexican whose hiring can get you charged with a crime and can barely converse with you? The deciding factor is salary, because illegals aren't citizens. Thus, they are not entitled to a minimum wage. That is why people complain that they take jobs from Americans, because they are willing to work for less.
Some people will show some benevolence and pay the same wages, but it's not uncommon for a company under investigation to pay the minimum wage or higher so that their hiring practices won't be as obvious.
