You are right that the NFL has the rights to this broadcast, and they made the decision to send that broadcast out to everyone. Specifying which televisions people are allowed to use to view that broadcast and who they're allowed to view it with is total nonsense: just because you've got the rights on a broadcast shouldn't mean you can decide the intricate details of how it is allowed to be viewed.
