If it were a single percentage, then the answer would be yes. However, in this case we are discussing a percentage of a percentage. Because of this, the answer is a resounding NO.

As a note, I DID read the thread. This is why I tried to explain to you how either one of you could be perfectly correct and that we couldn't possibly establish which one. In any case, it doesn't matter.
