Yes, I like rhetorical questions, and I use them often.
They are meant to make the reader pause and think before replying.
Some of my readers do that. Some just reply.

IMHO questions like that are just a way to make a bullshit statement without having to back it up or take responsibility for it.

But that's just my poninion.
