Not only did it fall more slowly, it STOPPED falling way below the national average.

You don't see how these may be connected?

Yes, I see how it is NOT connected.

Are you forgetting the inordinately high number of Hispanics that are in Texas? Trust me, I'm not being racist about this (I used to live in a VERY highly Hispanic area, and enjoyed my time there), but it is an accepted Hispanic cultural norm that the teenage girls are often sexually active and/or married well before they're 18. Do you not see how this will affect "the numbers" in both California and Texas?

What I AM saying is that there ARE teenagers - and adults - who are morons. Not mentally retarded, but morons. They make STUPID DECISIONS regardless of every effort to help them NOT make stupid decisions.

My guess: those who are going to have sex are going to have sex. Period. IF they have birth control and std protection information, some of them will use it; some will not. If they don't have the information, NONE will use it.

Education is always the best way. Not all will avail themselves of information - but it's better than NOBODY.

Certainly you don't believe that the Hispanic population is responsible for the slowdown? Tell me that you are not thinking that one minority group is having so many babies that it overruns all of the other numbers...

That is EXACTLY what I'm driving at.

And I know you'll do the typical Liberal thing and start screaming that I'm a racist. But you're wrong.

The community where I used to live was 30% Hispanic - but the elementary school was nearly 60% Hispanic kids. FACT: Hispanic immigrants have more children, at younger ages, then Caucasians. It is a FACT that it's culturally expected that Hispanic girls will be sexually active and/or married at a very young age.

Can you NOT see the connection?

I should probably rephrase the question...

You advocate abstinence (which I think is a good thing) but you acknowledge that those who would not be responsible enough to use birth control would probably not be responsible enough to practice abstinence.

Bearing these things in mind, what to you think it the solution to the teem pregnancy problem?
