I do not pretend to know whether IQ is fundamentally different according to race, but intelligence is not set in stone. It can develop along with growth spurt (in fact, they have found children with an IQ of 250, but it is just a phase). It also depends on your environment. One of my friends came from an average family, and she showed no special talent, but due to her love of logic problems and puzzles, she IQ is very high. For centuries, Africa was torn by war; and by poverty even today. These circumstances are less than ideal for IQ development. There is also a very good chance that Africans are just not used to the type of tests Westerners take. After all, IQ tests are best taken when your native language is the language of the test. Although I wouldn't be surprised if Africans are naturally less intelligent. It's just like Westerners are naturally taller than Asians, but world wide, Eastern Asians' average IQ is the highest in the world (I don't know how much truth that statement holds, but I've seen two maps that seem to suggest that).
